The driver of the vehicle, a 32-year-old man, was arrested by an off-duty police sergeant who was on the scene within 15 seconds of the incident, the acting police commissioner, Shane Patton, told reporters at a press conference on Thursday night.


A 24-year-old man seen filming the incident, which occurred at 4.30pm local time, was also arrested. Patton said it was unknown what his relationship was, if any, to the driver, or if he was involved in the incident. He was searched and was found to be in possession of a bag containing knives.


The driver and the police officer who arrested him have both been taken to hospital, Patton said, adding that there was no evidence or intelligence to indicate a connection with terrorism.


The driver, an Australian citizen of Afghan descent, has a history of drug use and mental health issues, Patton said, and was receiving treatment for mental illness. He was known to police, and had a history of assault offences. He was not on bail or subject to any corrections orders.
