for the siganture part for form i 130a. does my wife need to sigh here. it says if she is overseas she does not need to sign it.

It needs to be an original document filled out by her. I don't see why she wouldn't sign it, since she needs to fill it out herself anyways.

got it thanks. the intro for this page was confusing us. it says at the top of the i130 that she does not need to sign if she is overseas. that part threw me off

Page 1 of the I-130 instructions:

"If you are filing for your spouse, he or she must complete and sign Form I-130A, Supplemental Information for Spouse Beneficiary. If your spouse is overseas, Form I-130A must still be completed, but your spouse does not have to sign Form I-130A. Form I-130A must be submitted with Form I-130"

As it says, she can fill out the form for you but since she is not physically present in USA, she doesn't have to sign

You are correct.  She not only does not need to sign it unless she is in the US currently, AND it doesn't matter who fills it out.  It matters that the information is accurate.  The same information is going to be in her visa application and more, which she will sign online. She will they swear under oath at the interview that her application information and everything she says is the truth.  This is why she does not need to sign the I-130a.  It replaces the G325a, about which everything I wrote above has also been true for years.
