Getting it back depends on the circumstances it was revoked.

I’m not sure why but at the time she was pregnant and had a doctors note to fly abroad. 

I’m guessing she denied her because she probably thought she wasn’t gonna go back to the phillipines!! Which was stupid because during that time u I seen and heard about people visiting for the first time with no reservation to hotel and places they trying to see and travel. These people was allowed by Detroit cbp to the country.

If she was visibly pregnant they likely assumed she was planning to give birth in the US and either stay or skip out on the (very expensive) bill. Due to people doing these types of activities in the past, they carefully look these cases.

Entry is at the discretion of the CBP officer.

 

To answer the original question, assuming she did not incur an expedited removal or make a material misrepresentation, then it should be possible to get a new visa if she can show sufficient ties to return home. Actually showing these ties and convincing the CO with a recent denial of entry may be quite a challenge, though.

First time I visited I had no reservations or tickets.

 

Why was she coming to the US, how far along was she with her pregnancy?
