Unless something has changed very recently, you will send one to NVC.  The green card just comes in the mail after entry.  The photos are needed for the medical and the interview, whether sent to NVC or not.  She'll need 4 of the correct size.

NVC site only requires them for the interview, checklist from NVC also does not list photographs on required documents.

This could be Consulate specific as well, and is subject to change, so always check for current instructions for the specific Consular Unit.

They used to be required in the NVC package, not anymore.

You can see on the NVC site its only mentioned in the interview section, and the coversheets everyones been posting do not list photos.

 A normal passport photograph is also needed for the Police Character Certificate especially for Nigerians
