Do I need to complete the DS-160 online before the medical examination? 
I thought it is a separate thing so I wanted to make sure I got the medical done first before I submit the DS-160 form online + make an appointment for the visa interview. I did not want to risk not having the police report + medical results on hand on the day of the visa interview. 

However, on the ePacket that I received from my US consulate, under 'items to bring to your medical examination': 1) your visa appointment letter / 2) passport 3) photos 4) copy of immunization records - this makes me a little confused... is the visa appointment letter what I should get once I've submitted the DS-160? I only have the NOA 1 + NOA 2's. Will that be sufficient? Or does the hospital expect me to bring the receipt for the DS-160 with the visa interview date scheduled and all as proof? Can someone please clarify? (I'm sure I am overthinking all this)

My medical exam is tomorrow morning and I don't want to be rushed into finishing the DS-160 unless absolutely necessary.

Many Physichians require there to be an active visa application at the time of the medical. Yes once you complete your visa application (DS-160) you will be able to book the appointment (if at an embassy where you do your own booking) and pay the application fee. You will be asked to print the confirmation page of the booking, that's what the Doc office is asking for.

I wanted to leave an answer here in case anyone has the same question down the line. As it turns out, I did not need to have the DS-160 completed nor brought to the medical examination. They just wanted the case number, which in my case, is the email that my consulate sent my petitioner (ePacket 3). They only asked to see that email/case number, and my passport. I didn't have to finish filing out DS-160 online nor have an interview already scheduled. 

I'm glad this is the case because this way we can schedule the interview according to when we think the police certificate + medical examination results will be on hand, which I feel more comfortable doing after completing the medical.
