I wouldn't say they are playing with people's lives. USCIS is getting about 250,000 new I-130s every quarter right now with almost 1.2 million still pending...of which the vast majority are approved and sent to NVC. Plus all the various other forms along the way. I deal with large volumes of data every day (IT contractor for USPS), and even this is an insane amount of highly personal data with no two cases being the same, and each case needing human eyes to look at it.

It's just a job, but that doesn't mean they don't take it seriously (most of the time) either. They're easy targets.

Yes...along with everybody else's 1 page document. Or 50 page document. Or their entire I-130 packet. It's awful, but they're also self-funded so you work within the bounds you're given. Without significant increases to fees + investing in modernizing the process (which will cause disruptions and more backlogs while they do so), things won't change.

Not to be a downer, but who will  pay for the new building(s), workers, etc.?

The government's got tons of empty buildings that they're paying for around the country and around the world for that matter that they could be utilizing many of them.
