my friend today received his application back , and they said it is old version ...it is with expiration date 03/31/2019 ???...that why I am asking ....

Old version? Hmm, can you give us the exact reasons (word-for-word) given to your friend by the USCIS?

According to the USCIS website and it said nothing about any N400 dated 03/31/2019.

On April 13, 2016, USCIS revised Form N-400, Application for Naturalization. The revised version is available at uscis.gov/n-400. You may continue to use the 9/13/13 edition of the form until August 9, 2016. We will reject and return previous versions of Form N-400 submitted on or after August 10, 2016.

When I send my N-400 form with all required documents, will they send the Receipt Number by mail or E-mail ? and how many digits the Receipt Number ?

Hi! When they received my application they sent me my receipt number by e-mail. But it didn't work and I could not check anything online until about two weeks later. They sent me this message to my e-mail

Your case has been accepted and routed to the USCIS National Benefits Center for processing. Within 7-10 days by standard mail you will receive your official Receipt Notice (Form I-797) with your Receipt Number IOE+10digits. With the official Receipt Notice (Form I-797) you may visit www.uscis.gov where you can check the status of your case using My Case Status. We suggest you wait until you have received your Form I-797 before checking My Case Status.

This confirmation provides notification of the date USCIS received your case.  This notice does NOT grant any immigration status or benefit. You MAY NOT present this notice as evidence that you have been granted any immigration status or benefit. Further, this notice does NOT constitute evidence that your case remains pending with USCIS. The current status of your case must be verified with USCIS.

I think this will happen if you attached g-1145 form on the top of your paperwork, in this case you should receive text and email, otherwise you will have to wait for a hard copy of your receipt. Open that form it explains everything.

it doesn't matter. I think I put G1145 under my cover letter as the cover letter actually listed the form among other items and then on the top of the cover letter I put my payment authorization. Or you can put the cover letter on the top of everything as long as it lists all the items in the right order.

No, you can also authorize them to withdraw from your card. You can read about it here. You need to fill out one more form it's G1450 https://www.uscis.gov/forms/fingerprints/pay-your-n-400-application-fee-your-credit-card

Now, are just IRS tax transcripts sufficient? The question does cover state and local taxes in addition to federal. Do I need to go digging up copies of my state and local tax returns for the past 5 years for the interview?

IRS tax transcript is sufficient. No need to submit your state returns.
