VAT on websites - living in US, UK bank account

So I've hit a bit of confusion. I'm on a site that when I get to the checkout, asks me which country I am in so that it can correctly charge VAT and taxes. It currently defaults to the US because I am living in the US, BUT, I have not yet received my green card and Social Security number, so haven't been able to open an account over here. This means my only bank account and paypal are located in the UK.

So.... Should I be changing this to UK so that I get charged VAT, or should I leave it set to the US as the goods will be used in the US? (although it is software, so technically it could be used anywhere, but primarily the US as I'm living here right now).

Thanks!

~~moved to UK regional forum. While the OP is in the USA, this is a UK specific issue for the OP~~

Your profile says "CR-1/IR-1 visa". This means you are a green card holder (and thus a permanent resident) from the minute you crossed the immigration hall at the airport when you entered the country on your visa. You don't have to wait for the actual plastic card to be sent to you to be a permanent resident/green card holder. The stamped endorsement on your IV is a temporary green card until the plastic one arrives. Did you request an SSN on your DS-260? That should only take 10 to 14 days to arrive after entry. How long ago did you arrive?

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

Now a US citizen!

Oh, well I guess i need to go to SSA because I've been here 3 months.... I know my green card was delayed for whatever reason, but I figured the SSN would show up with that. I'll just get them to issue me a new one, it looks like it got lost in the mail (we do have a funny address).

So for right now, am I able to buy things with a UK bank account, but list myself as being in the US so I don't need to pay VAT? Or is it the location of the bank account that matters?

Thanks!
