On the I-30 application Section D question 2 it asks "have you ever filed a petition for this or any other alien?" and I am unsure how to answer. I am the petitioner filing on behalf of my foreign spouse. We have never filed the I-30 before but we did file I-29 petition for fiancé visa which was denied. Do they mean have you ever filed a I-30 before? Or do they mean any petition for a visa ?

In other words, since I filed a petition for fiancé visa in the past should I answer yes?

They ask have you ever filed a petition. The I-129 is a petition and hence, yes you have.

The form is an I-130 and I-129F. I as in i and 1 as in one.
