Getting B-2 tourist visa while serving Home Country Residence Requirement

Would it be possible to apply/get a B-2 tourist visa while serving 2-years Home Country Residence Requirement in the home country?

Any idea?

You can apply for tourist visa but you have to show strong ties to home country.

Depending possibly on the circumstances of the tourist visa.

I know for my own instance my partner was denied a tourist visa to come see me before, because he had not passed his required time home in the Philippines after having completed a J-1 visa.

The interviewer even said "Everything is in order and looks good; but I can not approved this because of the time line".
