Voluntarily giving up your single greatest bargaining chip (your physical presence in the US) should be the last thing you do when there are alternatives.

I'm just wondering how the OP knows 100% they cannot obtain an HRR waiver. They may well be correct, but I'd be completely certain of that fact before making arrangements to leave.

If she had a 2 year rule applicable to her then she should have abided by it because this is something that clearly came to bite her in the a**. She gotta go back I don't think there's a way around it.
