K1's, when returned to USCIS via NVC for "review", are purposely expired at USCIS and after 6 month you will receive a letter

from USCIS telling you your petition is expired and that you can re file another petition.
It doesn't matter what the CO wants "reviewed", it won't happen.

CR1's are reviewed. K1's are no longer reviewed even though your CO told you that.

IMBRA gets dealt with at USCIS and they approved the petition, as you said you send everything concerning IMBRA

with your petition correct ?

It appears that the CO used his discretionary authority to refuse the visa because of the 11 years age difference (which is no big deal)

and didn't "like" the protection order, those were the red flags to the CO and he flat refused to issue the visa (as pointed out by the note

mentioning A. the 11yr age difference and B. the protection order.)

When this happens with a CR/IR petition it will be reviewed and USCIS will then send it back to the embassy with recommendation

to approve the visa, with or without a NOID/NOIR letter where the petitioner can respond with a rebuttal.
No longer is this the case with a fiance visa for the past several years.

IF your case would still be at the embassy THEN a senator could have requested a second interview with emphasis that USCIS

was aware of the protection order but approved it and that CO is in error to return it.
Since it has already left in the diplomatic pouch it is over and done with.
Nothing can recall it from the abyss.
It will die the death of expiration no matter how many cages you will try to rattle.

Sorry, but you will have to start all over again. Been there, done that with a so called K1 "review".

You are typical of the government worker that many people despise - like you are owed something. Immigration employees "owe" you nothing. Your legal problem (restraining order/domestic violence) is shining through your thin skin. Immigration may fear for the safety of your girlfriend - and perhaps rightfully so.

You are an American by birth. Your privileges and "rights" may be revoked for cause (right to vote, own guns, travel, etc.). Yes, there is bloat in government. Is your job necessary?

USCIS serves the citizens of the U.S. and those seeking legal immigration. It also serves to protect us. Recall the San Bernardino shooting from the terrorists that used a K-1 visa to get here? Maybe that's why things are moving a little slower. I hope so.

Stand in line like the rest of us. Nobody said immigration was going to be easy. And calm down. It will work out.
