So I filed in March of last year for my parents. After a couple hiccups (like NVC losing my dad's paperwork), they finally send me the checklist and the "we are scheduling your interview" letter.

Lo and Behold, they tell me that this visa is only for ONE family member. Therefore my dependent brother, is not included in either my dad's visa or my mom's visa request. SH*T.

So does this mean I fill out a whole new I-30 for my brother? Is this going to take long? Will they expedite it? So my parents can come over but my brother can't?

Correct, you have to file a separate petition for your brother. It will take 13 years or more for your brother to be able to come to US under immigrant visa through your petition.

One of your parents can petition for him once they start living in the US as permanent residents. It will take around 2.5 years if he is still under 21 by that time.

If your brother is unmarried, once either of your parents enters the US, they can immediately petition your brother. That would generally be a lot faster than you petitioning your brother. Unmarried under-21 child of a permanent resident is in the F2A category, with a wait for visa numbers of about 1.5 years. On the other hand, the sibling of a US citizen is in the F4 category, which has a wait of around 13 years (longer for people born in Mexico and the Philippines).

I just called USCIS and they tell me my brother can be included under my dad's visa because he is under 21 and he will need to come with my dad to the interview. Now I am very confused.

Uscis is just a call center with people who have no idea what they're doing most of the time.
