No, unless the stepparent legally adopts the children.

Timeline

A stepparent has no legal binding ties to a child unless they adopt that child. I am the child of a stepparent and every thing he did and gave me was out of the goodness of his heart. When my mom looked into having me adopted by him after my father died the judge explained what his rights were as a stepparent and as a parent. He did NOT have to pay child support if my mom and stepdad decided to divorce. The child is not legally the stepparents responsibility.
