Not for CR1/IR1, you will need to interview at the consulate in Mexico prior to obtaining your visa.

K1 visa holders applying for green card through adjustment of status in the US will often not need an interview before issuance of their green card. This is because they already proved relationship genuinity at the K1 visa interview.

For a CR-1 visa, you always have an interview. What sometimes confuses people is that the CR-1 petition is usually approved without an interview; but that is only the first step, the permission for the beneficiary to then apply for a visa.

There are other times (such as AOS from K1 as mentioned above) where there may be no interview for the actual greencard, as there was one for the visa.

Even if the petition and all your NVC stuff is "approved", its actually the interviewer that makes the final decision for a Greencard. Therefore there's no such thing. Even emergency expedites have an interview.
