Yeah that really got me a couple years back when the "New" terminal was opened at NAIA, and a couple months later it started "renovations". I was sitting there thinking "Did it not just open up a couple months back?". The people in charge up at NAIA should be held accountable for the negligence at that airport, Terminal 1 is atrocious, the Philippine Airlines Terminal is almost as bad as we, the bullet scandal. Also for what happened last week with the power outage at the airport.

The building sat vacant for years while a court battle went on over the deal. It was built by I believe a German firm under contract to the Philippine government. The government didn't want to pay the total cost, and the builders didn't want to turn it over until they did. The courts settled it, I don't recall all the details. But as is all too common there, short cuts and substandard materials were used in building it. So ceilings have fallen in, floors have collapsed, the power outage, etc....
