my fiance is from the UK, lived there all of her life, but she had moved to the netherlands with her previous boyfriend for about ten months, and had got a social security number there for insurance reasons. she recently moved back to the UK, but now we are confused, she has a national number in the UK as well. She has a residency meeting today, but we are very confused now on what exactly to do.

Yes, as a UK Citizen, she can do her interview at the London consulate.

If she lived in the netherlands for more than one year, just note that she'll need to obtain a police certificate from there (i know you said about ten months but, look over the exact dates to make sure).

it was less than a year, but does her filing for a social security number in the netherlands mean anything relevant in this circumstance?

A K1 interview is held at the consulate where you happen to be living. She's living in the UK, so interviews there. If she was currently living in Canada, she would interview in Canada despite being British. If she was Rissian, but living in the UK, she would interview in London. It's about her current residence and the embassy serving that country.

What is a residency meeting?

Something I have never heard of, and have no clue who it could be with?

So she is not working and seeking benefits?

She's British. They never take that away from you unless you file forms with the UK government asking to renounce your citizenship. My husband is a US citizen now, but he's also still British. He still has a valid British passport, as well as an American passport. If she is living in the UK, she interviews and receives her visa from London.

Her benefits have nothing to do with this visa discussion. The US government doesn't care if she's unemployed, in debt, receiving benefits, or whatever. They just want to know her current address so they can send the file to the correct consulate and mail her visa instructions and interview letter when the time comes.
