termination message on CEAC so worry what to do

last month on 06/18/15 i received an e-mail that petition is now eligible for further process.. today when i visit website after enter case NO. and IIN

pressed signed in it Says This case is in the process of termination. Fee payments and online forms can no longer be accepted. If you believe you have received this message in error, or to resume processing of the case, please contact the NVC immediately... what does it mean? r they gona terminate my petition without even sending me fee bill for AOS and IV ? what should i do?

I receive the same error and called. They said they "thought they fixed that error" and that "it just means it isn't ready to be paid yet".

I'd call them just to be sure, but they said to keep trying every day and when it is actually keyed into for payment, it will let me through.
