When you called did you ask them to unlock it? or to review the DS-261?

You ask them to review the DS-261. Only when the DS-261 is added to the casefile is the IV fee unlocked.

if you cannot pay your fee online go to this website http://nvc.state.gov/feeand follow the pay by mail instructions Wish for you Good Luck

Most likely the op can not paid the fee because the nvc had not review the ds-261. And the iv fees have not been invoice yet. Even paying by mail the ds261 will still have to be review and added to case. Once that is done then you can paid by mail or online

I've decided to just pay my IV fee by mail, but I never got an IV fee bill. I already emailed the NVC about my concerns on this matter.

Does anyone know how long would it take them to mail me my IV fee bill?

I also tried calling the NVC about this but the phone line is always busy. (603-334-0700). That's the phone line that i've been calling and there's absolutely no luck.

I don't know about mailing the fee unfortunately.

You have the correct phone number. I usually just redial repeatedly until I get through. Certain times of the day seem busier than others; evening's seem to be harder to get through.

I've seen posts about using a service (get a human or something like that) that will keep trying/redialing and call you once a connection is made. I've never used it so I can't say whether it works.

You need to call the NVC. It is stated in the paying fees instructions not to send fees in until ask for. I know when my IV fee were unlock I got an e-mail from NVC with an invoice sheet ,which stated to use the invoice sheet , if paying by mail. If there were no invoice sheet in the e-mail, to contact NVC before paying
