Can't get tax transcripts

Timeline

We just received our NOA2 and our case was sent to DOS yesterday, March 3rd. Now that myself (the petitioner) and the co-sponsor have our 2014 taxes submitted, I'm trying to put the AOS package together. I just got my most recent 3 years tax transcripts, but our co-sponsor ran into a problem when trying to get his. He's learned, if a person owes taxes, they can't get transcripts "before mid-May OR after back taxes are paid in full." He can't pay the taxes for awhile. Chances are, NVC will ask for the affidavit of support before mid-May. Will they accept copies of the co-sponsor's precious years taxes he turned in, along with his W2, or will be need to wait until he can get the transcripts?

You can submit the previous tax years but they might ask the 2014 tax year, u can submit his/her 2014 w2 instead of the transcript and a copy print out of his 2014 taxes when he filed for it.

03/08/2019 - Case Txt/Email Notification for activity.

03/08/2019 - Fingerprint Waived.

03/18/2019 - Letter Notification Received for Biometrics waived.

06/03/2019 - Received Biometrics appointment notice  (usps). (notice date 05/24/2019)

06/04/2019 - Sent request to reschedule biometrics appt for 1 day delivery using usps since wife is out of the country.

06/05/2019 - ASC center received request to reschedule biometrics.

07/23/2019 - We ordered your new card online status!

07/24/2019 - Case Approved online status.

07/31/2019 - Received Green Card!

I've gotten transcripts despite that fact that I had owed back taxes at the time just recently (January 2015).

Well then, I'll ask my brother, (co-sponsor) to try getting them. Some people say NVC and/or consulate may insist on transcripts rather than copies of the tax returns the sponsor submitted. I get conflicting information on pretty much everything so far. Could be because sometimes NVC and/or consulates say one thing and then another. Anyway, from what I gather, it would be best if we do submit transcripts...if at all possible.
