I am Andrea from Philippines and My fiancé is a US Navy, we would like to start the process in getting K1 visa, since he only have 1 month vacation per year, we want to know how can we start to process. We never met in person though he will be visiting me and my family this mid-year, is it possible that he will now start to sumbit F-129 the fact that we're just about to meet each other this year because it will still take time for the approval and we want to be together as soon as possible time, our difficulties are on his time to process because he already started to work at cruise and will be at sea for 7months. Thanks for your help.

You need to meet in person first before filing. If you don't meet first, your petition will be denied.

As others have said, you have to have met before filing the Form I-129F Fiance(e) petition. See page 1 of the form instructions: http://www.uscis.gov/sites/default/files/files/form/i-129finstr.pdf

Note the correct form:

Form I-129 = Petition for a Nonimmigrant Worker

Form I-129F = Petition for Alien Fiance(e)

NOPE. Main requirement is having MET in person within the Past two years. You will have to wait until the two of you meet in person
