Yes that is the correct address for USPS

Service Centers are decided by location of the petitioner

For the CSC :

If you live in Alaska, American Samoa, Arizona, California, Colorado, Guam, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Montana, Nebraska, Nevada, North Dakota, Ohio, Oregon, South Dakota, Utah, Washington, Wisconsin, and Wyoming.

For the TSC:

yes you will send it to that address, if you are filing a k-1 visa and are using regular mail. I am not sure how you can tell which process center yours will be sent to. I believe there are only two process centers for k-1 visa CSC and TSC. I could be wrong on that

Depends on the petitioners state of residence.

ok maybe for K-1 visa they sent it depending on the state you live in, but I file the IR-CR/1 for my wife and it does not works like that. I live in Texas and my petition was sent to the Nebraska service center

Yes that is the correct address if you are sending the petition by mail. If you are using UPS, FEDEX or such... no.

Kentucky is generally handled by the Texas Service Center.

Buckle in - you have a wait.. Texas is much slower than California at processing right now. Hopefully when you are waiting that will change or petitions will be transferred.
