If he could live in Canada I could move up north and cross the border on the weekends and visit him. The embassy abroad has no plans to give us a visa.

And that is how the US has increased the cost of crossing.

If 12K is still too low a number in the sense that it isn't deterring enough people, then that cost can be driven even higher (at higher cost to us, of course).

I know several people who have come here through Mexico. Some have paid big money to get here. It depends how good the coyote and their network is. The best ones have good connections in the US. I think that people would truly be amazed if they knew what went on.

Are you serious?!? Do you think a Canadian visa would be issued that easily for you to be closer to your fiance? I'm not sure if it's my wine intake that is making me see things or if you, an American Citizen actually believes that.

The US and Canada share information about their citizens and that is how we protect both countries. The tightened security measures that might be applied, would be for Canadian and American Citizens that have a Canadian or American passport. Which ever issues your fiance had by trying to come through Canada would not change.
