Depends on how many concurrent international flights are being processed at the POE at the same time. She could clear immigration in 15 minutes or if there is a line maybe 2 hours.

I came thought Newark POE and it took me 2 hours, so I definitely agree with others on here about 3 hours.

I am assuming she is arriving on an early/mid afternoon flight? I really wouldn't worry about it too much 2-3 hours should be adequate, however, the airlines will normally accommodate her as a disconnect should she be delayed beyond her scheduled departure time. It depends on her comfort level and how she would feel hanging around for 4 or 5 hours if she whizzes through in an hour. It is much more difficult to get put on an earlier flight without additional expense.
