Because it is not Sept 12th yet You should follow the link that is posted several times on the 1st page of this thread, It tells all about the fee changes right at the top > http://travel.state.gov/content/visas/english/fees/fees-visa-services.html

The current fee, before Sept 12th, is $240. On Sept. 12th, it will go up to $265.

Important Notice - New Application Fees: Nonimmigrant and immigrant visa application fees for certain visa categories will change on September 12, 2014. All visa applicants must pay the fee amounts in effect on the day they pay, with the exception of Immigrant Visa application processing fees paid domestically to the National Visa Center (NVC), which will be effective as of the date of billing.

K Fiancé(e) or Spouse of U.S. citizen category visa: $265.00

Affidavit of Support Review (only when reviewed domestically)

$120

Immediate relative and family preference applications (processed on the basis of an approved I-130, I-600 or I-800 petition)

$325

If you paid your visa fee before September 12, 2014, and your visa interview is on or before December 11, 2014, you do not have to pay the difference between the new and old fee amounts.

If you paid your visa fee before September 12, 2014, and your visa interview is on or after December 12, 2014, you will be required to pay the difference between the old and new fee amounts no exceptions.

the bottom part of your quote is not relevant to immigrant visa applications (such as CR1, IR1, CR2, IR1, IR5 etc... it only applies to non-immigrant like K1, K3, etc...) So if you paid the IV fee before Sept 12, 2014, that fee is valid for 1 year. You do not have to pay more at an interview after Dec 12
