Hi Everyone,

We submitted AOS financial Docs on 7/15 and filled out DS-261 on 7/9. I called today and the person I spoke to said neither have been approved yet, which is why I am still unable to pay IV bill on line. However, he said I could send in my Civil Documents for my wife already, when before I was told that I needed to wait until AOS docs approved??!! He said I should use the same Cover Sheet I used to submit those documents and send them in right away.

Is that correct? Should I go ahead and send in my wife's civil documents packet now, with the Cover Sheet I already used?

Should I send copies of each thing? Someone said I need to send in the originals, birth certificate, marriage certificate etc, but that I should also submit a packet of copies of each of those docs, is that true?

Any info on this would be well appreciated...its worst than Kafka the different information I am getting!!!!

I am in the same Time Frame, AOS payment showes payed on june25. no IV invoice yet, every time I call they say 30 days form the time I send DS-261.

I think Hillary left the state department in a big mess, now we have to suffer, since NVC is part of the state department.

It takes 30business days or more for each package to be reviewed. You have to wait 30business days after you submitted DS-261 for your IV bill to be unlocked.

AOS approval has nothing to do with IV bill. When your DS-261 is reviewed and accepted, they'll match it up to your case file and then issue the IV bill to whoever the beneficiary has chosen has agent.

NVC rep told me to submit my IV package with AOS cover sheet, few days after when I called NVC and spoke with a supervisor, he advised me not to send IV package with AOS cover sheet as my package can go to the wrong department and things might get mixed up and then delay the already long process more. I wouldn't advise you sending your IV package with AOS cover sheet because if it get lost or mixed up it will delay your process more.

You have to include all originals into the IV package with a set of copy of each originals.

Thanks very much for the information and your time in responding! This is what I was worried about, and what I was concerned with. The guy I spoke too today was very rude and in a hurry, he even said I don't need the Civil Documents translated, etc, which of course I do...so thanks for your advice on this...I think I will wait until the IV package is asked for. So what did you end up doing? Once you paid the IV bill was there a different Cover Sheet that you could download in order to submit the Civil Documents they ask for?

Does anybody else have a different experience with this? How can there just be one person that faced this problem? Anybody else have a different story? Will the documents really get mixed up? Any other perspectives on this would be greatly appreciated.

I really don't want to send these originals off unless I am certain that this is the right and proper thing to do because I may never ever be able to get them again for months!

Yes there's another cover sheet for IV package which is totally different from AOS cover sheet. Each bill payment has its own cover sheet. Sorry for speaking with a rude NVC rep. Some NVC rep are rude and they give wrong and contradicting information. In other to avoid been checklisted at NVC, I'll advise you translate all documents that are not written in English.

I definitely have all the documents already translated. I can't believe the guy said I didn't need to have them translated, I was just in shock, I felt almost like he was purposely giving me the wrong information to mess with me, although it was the end of the day and MAYBE he meant you have to have them translated, even though I asked him twice.

I think then I will wait until I get the IV Bill...thanks for clarifying that, it means a lot...

I sent mine in, with my AOS, I figured they would take a decade to review them so I wanted to have them get a jump start on reviewing them, I call about 2 times a week, they've received them and are reviewing them, I asked...I haven't gotten my notification of my DS-261 being completed in the review process. I have one more week. I sent my IV documents and they received them the 24th of July, the only thing I haven't sent is my wife's and step sons police report and original birth certificate, I sent the copies of it and the translated, they confirmed the received it and are reviewing it, so some might be concerned about them getting lost, I spoke with them just at 5 pm eastern time, I'm 30 miles from Portsmouth and the rep I spoke with, told me as of yesterday they are on mandatory 10 hour days to get caught up on all of the cases. So let's all keep our fingers crossed and pray we all will be with our families soon.

i'd like to share my experience on this topic. My process seems slightly different:

We are filling from abroad, so this maybe explains the point #3.

1- we have paid BOTH AOS fee and IV fee BEFORE sending the documents -> shown as paid

2- I did the DS260 even beofre sending the AOS documents

3- we do not need to send translated docs to the French Embassy, and I received confirmation by email from NVC regarding this point.

Thanks for your reply, its very useful to get other opinions so thanks for sharing your experience. So that's interesting that you sent yours with the AOS, I've still been agonizing about that since the previous poster said that might not be a good idea, so I see both of these perspectives and am not sure what to do...I'd really hate to have all these irreplaceable originals get misplaced, although by your experience they are pretty good about it all. I was asked during the I-130 ordeal to submit more evidence and it was basically the same stuff I had previously submitted so I was paranoid they freaking lost the stuff we had originally sent in when they transferred our file to another office. Probably not but...

So they actually told you on the phone, yes we received the civil documents and we are reviewing them? Even though the AOS still has been reviewed? I also feel like different people tell me different things on the phone, which is very frustrating...

So I still don't know what to do...best of luck with your case, thanks again for your reply...

One more question for you, did you submit the DS230 with the IV Civil Documents you submitted? Have you been able to complete the online DS260 form yet?

then I paid everything online and was invoiced just after (debit on my account)

Then the system allowed the AOS and IV (almost at the same time because I paid both fees around the same time)

I started IV online

Then we sent the AOC docs (paper mail)

Now I need to send the IV civil docs (I wait for a copy of one to have a spare)

Thanks for the reply, I was wondering if the DS-230 forms are a bit out of date, since they have this online DS-260 now, at least I hope I will be able to fill it out online...If I need my wife's signature I'm screwed obviously because she is back in Taiwan...I can't even access this form until I pay the IV bill which when I log in the system doesn't allow me to check yet...very frustrating.

I hope I do get some sort of checklist because its very confusing what they need...

Do not submit a DS-230 with IV docs.

You will get a checklist for the birth certificates and police checks at the very least.

Fees are paid at the same time is a lawyer attached to the case, no other time.

Ds-260 can be filled out by either petitioner or beneficiary (or lawyer) as it's and online form and does not require an actual signature.

I've been checking multiple times per day too. AOS is paid and mailed. I'm really tempted to mail the IV packet ASAP. I have no idea how long it could take for them to give me the chance to pay the IV bill.
