I talked to a tier 2 officer. She said that it doesn't appear that they sent another RFE in her system. So she sent a message to the center that is handling my case to see what's going on, if they sent a RFE or are they satisfied with the evidence and what are the next steps to follow....

I need to wait.

While waiting I would get tax transcripts from the IRS for all those sponsoring on the I-864 (or I-864A). A tax transcript is a COMPLETE tax return and shows what the IRS accepted--very hard to fake so it is much better evidence than a copy of the tax return and supporting documents. That way you will have a complete tax return to submit should they send another RFE.

In addition to the transcripts do you think we should file a I-864A for her spouse?

Yes, especially if taxes are filed married filing jointly.

The tax transcripts are always better so just get those. Also when it comes to self employment USCIS or the NVC tend to be really annoying. In the two cases I have overseen personally, they required the transcripts and on top of that a letter from the self employed person stating on business letterhead that they are self employed makes such and such, notarized etc. This was true even though the instructions don't mention anywhere that a self employed person has to write a letter of self employment it only mentions the transcript or full tax return. I don't know if it's something that happens to everyone, but it has happened to two of the cases I've seen personally. You really have to go everything thoroughly because sometimes the tiniest mistake could cause the RFE and they usually don't bother specifying what "exactly" is missing but rather just give a vague answer as to what is wrong.

This does not constitute legal advice.

We already ordered the transcripts from the IRS. I'm just waiting to receive an answer if they really need it or not.

I'm very curious when I saw the RFE that they sent to the congressman, it was pink and had a date of july 10th and it said like in a background watermark DO NOT SEND.

That's very odd
