7 years is the total waiting time for F1 Romania from i130 filing to visa issuance.

Currently, cases with priority dates earlier than 01 APRIL 2007 are being processed for embassy interviews. So there's still 4 years of waiting for your sons. They should remain unmarried though. Marriage will void their F1 petition. If they get married, the wait will be longer.

Here's the Visa Bulletin to track what priority dates are being currently processed: http://travel.state.gov/content/visas/english/law-and-policy/bulletin.html

Thank you for your information seems a long time. How reliable is visa bulletin

Very reliable because it is the website of the US Department of State.

Actually marriage for the adult child of a USC does not void the petition ( that only happens for LPR who can't petition married adult children ) but it changes the class and the wait time

This will not be over quickly. You will not enjoy this.
