Hello!

I am a US Citizen and I petitioned for my mother who lives in the states to become a Permanent Resident. The I-130 was Approved in March 2013. USCIS received the application for adjustment of status I-485 in January 2014. My mother then received the biometrics appointment notice which she did the same month. We then received the interview notice in May. It was scheduled for June 5th. We attended the interview and all went well. The person interviewing said that she is approving the application and that my mother will be receiving her green card in 2 weeks.

Today is June 24 and no green card has arrived. I checked the status online and it has not changed. I sent in an e-request online and received a letter in the mail today saying my mothers application is pending adjudication and there is no estimated date.

I setup an appointment through infopass for tomorrow at the USCIS office in Chicago.

My question is that can my mother travel while her AOS is still pending adjudication officially, even though the person interviewing my mother said she is approved? We took her for her word and we booked my mothers flight to her country in the middle of July assuming she will receive her green card in 2 weeks. Will USCIS stamp her passport with a temporary I-551? What do we need in terms of documents to make that happen?

She can ask for an I-551 stamp at the Infopass, but it's unlikely she'll get one without a formal approval notice.

It sounds like she is in post-interview checks. What is her country of origin?

Her country of origin is Jordan. Why would the person interviewing my mother give potentially false information to us regarding when she will receive the green card? Doesn't that obligate them to rectify the situation? What documents are required for the I-551 stamp?

To receive an I-551 stamp she would usually need to show an I-485 approval notice.

If Jordan then there's a chance she is in administrative processing, which could take a few weeks or months: http://travel.state.gov/content/visas/english/general/administrative-processing-information.html

AP can occur even with adjustment of status and not an immigrant visa.

Can someone please explain to me why the IO would tell us that my mother would receive her green card in 2 weeks?

Perhaps the IO thought she would because they were going to recommend it be approved, but then a supervisor disagreed and placed the case in administrative review. Just a guess/scenario as to your question of why.
