My Wife (Philippines Citizen) and i the Petitioner are at a road block on getting her a Philippines Passport. I know what the requirements are saying on the DFA website, it seems we are limited to only the Digitized SSS id or a voters registration id. We both don't want to take too long on getting a Primary id which will take months to process or spend large amounts of money on. So we are at a stand still on processing her Passport. My Wife has the 3 supporting documents but the problem is No Primary ID. I am asking anyone here who have been in the same situation, what can we do to get her a Passport??

* I read in articles and forums threads about getting a SSS DIGITIZED ID takes months and She has no employment.

* Also with the VOTERS REGISTRATION ID, takes months or years to get.

* I searched also in articles and forums about getting a TIN/BIR ID isn't an acceptable id to the DFA

We don't know what else to do, please leave a comment on how you get your Philippines Passport without any of these Primary IDs???

How about:

  1. BC
  2. SSS (the fastest way is to be in the region for your SSS office)
  3. PhilHealth
  4. School ID
  5. Postal ID
  6. NBI
  7. Voters ID are now computerized so maybe a shorter wait time

Hi! I am also in the process of getting a passport. I am just waiting for the Unified Multipurpose ID (this replaces the SSS but now includes SSS, Philhealth, Pag-ibig, and GSIS) to arrive and they did tell me that it would take 1-3 months to be delivered.

Like your fiancee, I would also want to get my passport ASAP, but I am in need of 1 valid ID. DFA mentioned that other allowable IDs are old school IDs or even old employment IDs, so maybe she still has either of those. I will be calling them tomorrow and check if those allowable IDs can be submitted in lieu of a primary ID, otherwise, then I really have to wait for my UMID.

It doesn't surprise me that anything to do with the government takes so long. What even stumps me more is we are in the 21st century and still no easy way to get documents. Websites are not hard to program to accept input from users and then convert to a final document using the user's input as well as information from their data bases.

Here is the complete list of acceptable ID's from the DFA website:

Government-issued picture IDs such as the following:

  • Digitized SSS ID
  • Driver’s License
  • GSIS E-card
  • PRC ID
  • IBP ID
  • OWWA ID

Digitized BIR ID

    • Senior Citizen’s ID
    • Other acceptable picture IDs such as the following:
    • Old College ID
    • Alumni ID
    • Old Employment IDs

LIST OF SUPPORTING DOCUMENTS (At least 3 of the following):

    • Voter’s ID
    • NSO Marriage Contract
    • Land Title
    • Seaman’s Book
    • Elementary or High School Form 137 or Transcript of Records with readable dry seal
    • Government Service Record
    • NBI Clearance
    • Police Clearance
    • Barangay Clearance
    • Old documents issued at least one year prior to date of application that show correct name, date and place of birth, picture and signature of applicant such as the following:
    • NSO Birth Certificate of child / children
    • SSS-E1 Form or Microfilmed Copy of SSS-E1 Form
    • Income Tax Return
    • Voter’s Certification, List of Voters and Voter’s Registration Record (for newly issued VRR, please attach receipt)
    • School Yearbook
    • Community Tax Certificate

This is what happens when a country lets graft/pay offs/under the table payments, what ever you want to call it, it just makes it so hard to produce articles of ID without suspect. Until the Phil rids itself of "payments" to rush their documents or to turn a blind eye, this is what you must live with. If other governments (like the US) want to be sure you are who you say you are they are going to demand and make it more difficult to satisfy their requirements.

Unfortunately, Andrew&Vangle are facing these obstacles. I wish you the best.
