If you meant pre processing as "Case complete", I believe another member with a PD of Sep 9th, 2013 got their case complete by NVC but is still waiting for the I/L. Per my understanding NVC processes the case based on what they call it as "Qualifying date" which is slightly different than the cut off date in the VB. I don't know the yard stick or the range for qualifying date but my guess is that its with in one week from the cut off date.

So cut off date in the VB couple of months before where Sep 8th, 2013.

Member with a PD of Sep 9th, 2013.

Qualifying date: My guess: Sep 9th- 15th.
