I'm planning to renew my passport in the Philippines with my married name and I got married in the US. I probably will send the application thru mail to LA Phil Consulate before I leave to PH. I read on the Phil Consulate website for LA that one of the forms I'm gonna need are 4 ROM forms, all notarized. I'm wondering is it really needed to be notarized? How long is the process of Report of Marriage before the LA Phil Consulate will send it to NSO Philippines so they will issue me a CEMAR and then I can go to the DFA to renew my passport on my married name?

We are yet to report ours. However, I didn't see anywhere it requires a notary. If so just go to your bank and have them notarize it. It's normally something they do for free with customers that belong to that bank.

Now if your talking about the marriage certificate that should be notarized and recorded by the county clerk.

We did the ROM during an outreach event, and it only took a few weeks before we had the notated (with official seal) form back from the consulate. I don't expect it to take much more then a week or so longer mailing the ROM to the consulae.

You don't need a notary (with the old forms you did but not now).

I do suggest you read the DFA website to make sure of what all is required to renew your passport, there was someone not too long ago that had issues trying to do that during her visit.

If you send the ROM application to the LA Phil Consulate, it will take 3-4 months before it is registered with NSO in the Phil. Does that allow enough time for you? If not then you should visit the consul their in LA if possible to complete this in person, otherwise attend an outreach in your area. You have to make your passport changes in person (either at an outreach or at the Phil consul) but the ROM can be completed by mail. See the website and follow their instructions.

I'm not sure about the 3-4 months if I can wait for it, but since we are on k1 now and we got married and Im going home, we are gonna file for IR1 later, will the ROM be necessary so the NSO in PH will have the records just in case I will need CEMAR on the consular interview? Thanks

Wait a second. Your on a K-1 married and then your planning on leaving? Without AP you will loose your visa status and be starting all over. I would wait for AP which if you filed with I-485 then it should only be about 3 months.
