I will send all the docs and form to my husband who will file our petition next month after the release of his income tax. Our marriage certificate has a correction because the year in our MC is 2012 instead of 2013. We have it corrected thru NSO (Philippines) and also have it authenticated in Department of Foreign Affairs to be sure. The correction was written at the side of the MC. Its like a note at the side.

We do not know how to explain this in USCIS. Please take a look at the cover letter that we will plan to submit and a little explanation regarding the marriage certificate.

That was when local offices were adjudicating petitions using outdated manuals (and it was for the beneficiary's birth certificate, a foreign birth certificate of a naturalized USC petitioner is a useless piece of fluff). It appears local offices are out of the equation now.

I don't think an explanation letter is necessary because the NSO annotation explains it all. One copy of the NSO MC is sufficient.

In your package that you will be submitting, in the area where you have included the marriage certificate you might also include a note explaining what happened and what you guys did to get the MC updated by the NSO. An explanation sure beats the opportunity for an RFE. Best of luck!

Thank you for the asnwer. You mean note of explanation right? How could we explain that we did not double check the marriage certificate when NSO first issued it. I think the staff in Municipal Hall made a typographical error and we did not notice it right away. Is that reason valid? We have it authenticated in DFA as well. Can we also put photocopies of the letters of Municipal Hall to NSo requesting to correct the date of the marriage. I can't send the docs to my hubby. All are set ready to mail via LBC but I need to explain to my husband what he has to do regarding this matter. He's busy with his job thats why I am the one who keeps on researching trying my best to do my part.
