I just want to make sure that I understand the rest of the immigration process and have all my ducks in a row. If I am wrong, please, give me feedback.

He (beneficiary) waits for his visa and "do not open" envelope to arrive via courier. Book flight with time in between connections for POE. Doesn't need to bring x-rays along. Enters US, signs up for ELIS and pays $165 fee. Then done? Am I missing anything?

You're meant to sign up for ELIS and pay the fee before POE.

You (as the petitioner) can pay the $165 as soon as he gets the visa and visa packet. http://www.uscis.gov/forms/uscis-immigrant-fee

What xrays are you referring to? Is it the xray DVD given during the medical exam? If yes, he needs to bring that to the US.

You can pay the ELIS any time after your spouse get the visa and up to the point about a year after POE when the temporary green card expires. The USCIS will obviously send you notices to pay the fee. You don't have to pay it before you POE.

I dunno. I thought that they get x-rays from the medical back with the "do not open" envelope.
