My husband and I are preparing the documents necessary for filing the I 130 form. I have two kids from a previous marriage that are going to immigrate with me.

Is the specified fee for just all applicants or do we have to pay it x3, meaning for me AND my kids?

Each applicant gets a separate petition and fee, I believe.

USC who lived in Manabí, Ecuador with hubby from 2009 - 2013. Hubby became a naturalized American citizen in August 2016. Currently living together in northern Virginia.

Each I-130 package must have it's own $420 check or money order

When you get to the NVC stage:

The petitioner pays the Affidavit of Support (AOS) fee ONCE for all 3.

Each DS-230 requires a seperate Immigrant Visa (IV) fee of $230.

After approval each green card needs it's own $165 new immigrant fee.

I think you mean "the I-130 formS". (plural) File one petition for each immigrant. The only fee that covers all three is the $88 affidavit of support fee paid during the NVC stage. Supporting documentation is different for children. Study the I-130 instructions carefully.
