So I filled out my I-130 for Wife and 2 daughters on February. Sent to lockbox, on 03/27/2013 i received a letter from the local office (San Francisco CA) asking for some additional docs.

A Birth Certificate for my wife, and the Biographic info sheet for my 2 daughters.

My questions is, i'm concerned and hate being in the dark. The letters I got didn't have any instructions on how to send back (attention to someone, address, etc) . I tried calling them and it was impossible, called the national customer service line and they just said to mail it to the office who sent it to me. Anyways mailed everything last Friday to the Office Address, just Put ATT I-130 on the envelope. Is there any way to make sure they received it and forwarded to the appropriate department?

Also I was surprised I received something from the local office so fast, is this a good sign?

Did you use USPS? USPS has a tracking service that will tell you when the document was delivered.

The letter you got is not an approval yet. Its an RFE (Request for Evidence). They merely want you to submit lacking forms and documents.

Expect another letter/email/update from them. Normal processing time for i-130 approval is more or less 5 MONTHS.

The letter received from your local USCIS office is a request for evidence (RFE). To ensure that they receive the requested documents, you should make appointment through Infopass to speak with the Immigration Office and hand him/her the documents yourself. In my case, I did not receive the RFE, but the NOID (Notice Of Intent to Deny the petition). So, I made appointment through infopass, went to speak to the IO and hand her the documents. If everything is ok, you can get approval in few days or a week. In my situation, I was approved on the following day.

Didn't think about making an appointment and bringing docs with me. Mailed them. Hope right department has them. :(

No problem. It's easy and simple. Here is the link that will take you to the "INFOPASS": http://infopass.uscis.gov/

Once you are there, look on the left where it said: "Click here for English". Click there and you will be asked to complete the rest...

the letter you got actually has an address.

When you submit the stuff, in the address, add in 'ATTN I-130 Adjudication Unit'

and it will get routed to the proper desk.

[oh, you did that, ok no worries]

as to the fastness, yup - that's the whole point, when a local office is fast on their work? you get some fast stuff happening with the casefile.

Some offices are fast, some are slow, some are lagged, some not even start for 6 months .

for followup (as others have written) is best to get to the local office on an infopass appointment, and inquire with a human there. local offices rarely share info with the national call center.
