I was told by a NVC Operator to not wait for it until it shows as PAID to print the coversheet..he said it is available to be printed when it is "in Process" status..is that true?

yes that is correct. I never waited for my status to show PAID before mailing off my documents finally( of course mine never took that long) but I would not have waited either way. Since it sits in their mail room for couple of days before it gets reviewed anyway.

The cover sheets are available for printing once you submit payment.

that's true. I called today NVC and i was told that they are aware of this issue. all the payments between 26th and 28th still showing " in process" status. He said do NOT wait until it shows as PAID to print your cover sheet and send in your DS-230. you will be able to print jt now even if it is still in process status.

Yeah! I am having the same issue. I paid on the 28th, still says in progress, even though the fee was cleared and posted on my bank statement. I guess it is some recent issue, because I didn't have any issue with the i-864 fee.

Mine just showed as "paid" today. Now I gotta wait til the ds260 becomes available. How long does it take for the IV bill to show?

IV bill will show when DS-3032 has been received and processed by NVC.

At least thats the case for most IR1/CR1, it might be different with electronic processing.
