I am inquiring about the filing fees. I know that I need to send the $1000USD for the filing fee. But when do I send the $70 for the biometrics fee?

Filing Fee :

$985. (Add $85 biometric fee for a total of $1070, where applicable. See the form instructions for payment details.) You must make your check payable to Department of Homeland Security.

It is actually $985 for the form fee and $85 for the biometrics for a total of $1070. You just need to send it in one check with the form. Always check the form instructions for current fees.
