From my understanding its the embassies in the country of the beneficiary that assigns the interview date based on availability. For example in Jamdown22's case the US embassy in Jamaica.

USCIS

02-08-2012 -- Married

02-22-2012 -- I-130 sent(separately for wife and stepdaughters)

02-27-2012 -- Received NOA1 email for all 3 i130s

02-29-2012 -- Touched

03-05-2012 -- I-130 NOA1 physically received in the mail

09-17-2012 -- I-130 NOA2 approved

NVC

09-24-2012 -- NVC received

09-25-2012 -- Case # received; Exchanged emails; IIN # received

09-27-2012 -- DS-3032 sent via email

09-27-2012 -- Received DS-3032 and AOS bill via emails

09-29-2012 -- AOS fee paid online

10-08-2012 -- DS-3032 accepted; AOS status: PAID

10-24-2012 -- AOS mailed

10-15-2012 -- Received IV bill via email

My husband (usc) called the NVC yesterday to see where we are with interview and got told that it was at the embassy since 12/12/12. So i called the embassy today to be told that they have no record at all of the case. I really hope it hasnt been lost. :(

due to the volume of documents they receive, sometimes it takes a while to sort through it ( especially with the holidays)....give them couple more days and if nothing still, cvall the DOS( dept of State)

GOD has been WONDERFUL!!!
CR-1 (for Husband):
09/15/2012: Got Married
09/26/2012: Mailed I-130 from Nigeria( delayed by customs)
USCIS stage ( 66 days)
10/12/2012: NOA 1
12/17/2012: NOA 2 (case was transferred to NYC office 11/27/12)
NVC stage ( 20 days)
01/08/2013: Case # and IIN assigned ( file arrived NVC mail room 12/20/12)
01/09/2013: AOS invoiced and paid, DS-3032 emailed and mailed.
01/16/2013: IV invoiced &paid. AOS & IV mailed in one package(arrived 01/18).
01/28/2013: Case complete!!!
04/19/2013: Interview; APPROVED!!!!!
05/13/2013: POE; JFK

N-400: (3 months and 12 days)
Filed N-400 : 2011-06-17
Interview: 2011-09-27
Oath Ceremony: 2011-09-30

IR-5 for Mom Entire process took 5 months exactly
USCIS (22days)
mailed I-130 : 2011-09-30
NOA 1: 2011-10-03 (text & email)
NOA 2: 2011-10-25 (text and email)
NVC: (19 days)
Case entered and # assigned: 2011-11-18
NVC Case COMPLETED: 2011-12-07 ( 43 days from NOA 2 and 65 days from NOA 1)
Interview Date(Lagos): 2012-01- 23 Mom was late for interview
New Interview date: 2012-02-29 : VISA APPROVED

Sorry you talked to a clueless operator. Our cases go to Embassy after interview is scheduled. They probably saw case complete 12/12 and figured that meant your case was sent.

I can most certainly assure you that your file is safe. Nothing to worry about but make sure to call NVC back to confirm that they've shipped out your file. In addition, the holidays had slowed things and be patient because everything will pick up again real soon. Fingers crossed
