Does My parent need a cover letter?

ditto, nothing else if the i130 was already filed, just wait around 8 years until the priority date is current, check the visa bulletin every month

MY parents LPR wants to bring to America my sister over 21 years old. I going to help my parents with documents because they dont speak English.

you can download the i130 with the instructions. check or money order for $420 plus copies of documents and copy of the GC

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
