I am a USC and my wife is a Filipino national and we live together in Cambodia. When I'm filling out my I-130, which addresses should I use? Our permanent addresses in USA/Philippines or our current address here in Cambodia?

If you use your address in Cambodia, there's a chance you will get a quicker approval. But doing so requires you to prove your docimile in the US. However, lately most petitions, even those filed with US addresses are getting approved very quickly due to the rerouting of petitions to NBC

Use your address in Cambodia, but I would indicate that you would like the mail to be sent to America. The ISO I spoke to said that UsCIS sending mail to USCs abroad is fairly recent and spotty. We never got our paper NOA1 to denmark and mail usually only takes 5 to 8 days tops.

Unless you are only in Cambodia temporarily, use that address. Also indicate the city where you intend the interview to take place. NVC will assign the case to the interview to the Consular unit responsible for the address you use for the beneficiary on top of the I-130. If you want the interview to be in Manila, you'll need to request that during the NVC stage and provide evidence of the Philippine address at that time.
