Claiming US Citizenship

Good day!, I just have a question about claiming US Citizenship and i hope someone can give answer to my query. My cousin was born here in the United States but she grew up in the Philippines and she will be turning 17 yrs. old, she will gonna come back here on April 2013, she has her US birth certificate and US passport and she is paying her fees in the US Embassy, Philippines so she can legal to stay in the Philippines.. she didn't get a dual citizenship to be a filipino... my question is that.. does she need to claim a US Citizenship? or no...? is there no problem coming back here in the United States because she never been here since she and her mom came back in the Philippines 16 yrs. ago... :huh::(

N-400:
May 9, 2017: N-400 packet was sent
May 15, 2017: NOA1 
June 05, 2017: Biometric Done
June 19, 2017: Case is in Line for an Interview
June 25, 2018: USCIS Scheduled an Interview
Aug. 02, 2018: Interview Date- APPROVED!
Aug. 09, 2018: Oath Ceremony

She it a citizens, as long as she has a current passport she is free to come and go at anytime. My child is due to be born shortly, and we will be moving to the Philippines in 5 years and wanted to make sure my child would not have an issue coming back if the choose to.

US Citizens do not need to 'claim' or apply for citizenship. They ARE citizens. Period. The United States IS their country and home. She has a US Birth Certificate and a passport... She can enter and leave the US as she wishes. She can look for jobs and school in the US like any other US citizen - and is free to enjoy the liberties, and freedoms, and opportunities in this great nation at will!

Born in US and she has her ssn,birth certificate and a passport ...no big deal.she is a US citizen and she can live anywhere in the world and come back to US anytime she likes.and it is nice also she registered her new residence at the US embassy

what were the fees for, paid at the US Embassy, and when did she pay?
