But I know at the P.O.E they can still turn someone away even though they have a Visa in their passport.

But what reason would prompt this?

(Assuming the Visa is 100% legit from the NVC)

Recently I watched videos on youtube about UK Custom Border, where people would bring cigarate/taboco in massive quantity. Like 18,000 cigarate, 200 pounds tabaco. They know for sure that their bags would be scanned, and would be caught, but people still do it.
