OP - Yes, there are infectious diseases that are a public health threat, that could be a reason for denial of a K1.

No, not HIV. This was changed back in 2010. You cannot be denied entry for having HIV: http://www.cdc.gov/immigrantrefugeehealth/laws-regs/hiv-ban-removal/final-rule.html
