Hi Iam an immigrant for 1yr 1/2.. my boyfriend is in other country weve been together for 7yrs.. we are planning to get married in our country next year.. would it be possible that i can bring him here even though im just a green card holder? if possible how long is the process and how much would it cost? or should i wait till i get my citizenship before we get married? please advise...

Yes as an immigrant you can file and petition your husband. You can go ahead and get married in your country and then file the petition as soon as you come back to the United States. Fiance visa is only allowed to US citizen, but, you have to be resident here for 5 years before you can file for your naturalization then you can file for the fiance visa (K1 Visa). It is a lot faster but instead of waiting, I might rather file his petition as husband (I-130). Im not sure how long will it take, since US has certain amount of visa that they issue every fiscal year and you have to check the visa bulletin for that. no, this person can not file, legally anyways, a petition to bring another close relative to the USA without citizenship, or naturalization. For example, my gal is now applying, in limbo, for the I-751 process and she can not, i repeat can not petition anyone, let alone a family member without citizenship.

Where is the monitors at? This is incorrect information and misleading information.

I am not trying to be rude but did you not see that title above her message. GREEN CARD HOLDER who wants to get married to a non-citizen boyfriend. She is a permanent resident who can file for a petition to a spouse, unmarried children below 21 and unmarried son and daughter of any age. She cannot file for a fiance visa since she is not a citizen yet but SHE CAN GET MARRIED abroad where the fiance is and petition her husband using the I-130 APPLICATION after the wedding and when she comes back to the United states. Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Yes, indeed you can file for your boyfriend once you are married. There are many of us here in your situation.

The current waiting time for a permanent resident to bring a spouse is about 2.5 years, but this can change at any time depending on the number of people on the wait list before you. I would recommend that you get married and file as soon as possible to get a priority date, i.e. a place on the waiting list. If you become a citizen during your wait, you can upgrade the petition and things will start moving faster.

My F2A/IR-1 journey:

USCIS:
4 August 2011: I-130 sent (while husband permanent resident)
8 August 2011: Priority date
16 April 2013: NOA2

NVC:

7 May 2013: Case number received, DS-3032 sent

15 May 2013: AOS bill received and paid

16 May 2013: AOS package sent

17 May 2013: DS-3032 accepted

20 May 2013: IV bill received and paid

21 May 2013: IV package sent

11 June 2013: response to IV checklist sent

13 June 2013: Case upgraded to CR1

2 July 2013: Case completed

28 August 2013: Interview - approved!

21 September 2013: POE

18 November 2013: Green card received

I would try to get your BF to get a tourist visa first, before getting married, at least this way you can see each other while the process (I-130) is going on, this because it will be much harder to get the tourist visa if you are married to a LPR.

As stated in other comments it is a long wait.
