Not a good idea to send without proof of being a citizen. Perhaps they put it in a safe deposit box?

AOS Package (I-485/I-765/I-131) NOA1: February 19, 2013 | Biometrics Appt.: March 18, 2013
AP/EAD Approved: April 29, 2013 | Card Received: May 6, 2013 | AOS Interview Appt.: May 16, 2013 - Approved Review Card Received: May 24, 2013

Hello vj, time is running out and my joint sponser can't find her naturalization card. She has been living here over 20 years. Has anyone ever sent the 1-134 without. It?

Does the person have a US passport?

Can she just use her us passport?

Yes. You can use a copy of the biographical page from her US passport.

Hello I ran into the same problem finding a joint sponsor, however all documents must be in place if not they will deny you and you will have to start all over. Your best bet is to get a joint sponsor that has all documents requested. once I found one, i fedex the package overnight on Thursday evening, and by the following Monday my fiance was approved. If that is all you are missing, it will take no time to approve once they get it.
