Hello All,

I am a US citizen going to Russia soon to marry my long time Russian friend. She has a daughter but was never married. The biological father is already married now with his own children but does send her some money (not court ordered) and sees the daughter every now and then. He did register the daughter in his name (long story) in Russia. My question is do we need to get the biological father's permission for the daughter to immigrate to the US with us?

I have no idea how it is in Russia but I would think if he hasn't signed over his parental rights that yes he would have a say in it and could try to fight it.

I read on a similar topic that the American embassy in Kiev said you need "A notarized statement from an absent parent giving permission to a child to immigrate to the US along with a photocopy of the photo and signature pages of his/her passport or court decree of sole legal custody, or death certificate."

Could the same apply to us???

Yes. I will mention it reads wrong that you're marrying your "friend" as opposed to "fiancee"
