my 14 y.o is here in the states now on IR-2 how do i get him a passport

my son is now in the states under the IR-2 visa he is 14 years old im a US citizen what do i need for him to get passport???

You should wait until your son receives his actual Green Card. You both then go to the passport office together. You'll take your proof of U.S. citizenship with you and he'll take his Green Card. That's it already. Get him a passport book and a passport card so that he has two independent proofs of U.S. citizenship. That's extremely important, as he has no Certificate of Citizenship, so if he loses the one, he at least has the other one as a backup.

i thought he instantly become a citizen why would he get a green card ?? and if he does typically how long is the wait till the green card gets here

???

USCIS generates a green card (I-551) whenever a person enters on an immigration visa. One of the requirement for your son to receive automatic citizenship under the Child Citizenship Act is that he is an LPR or admitted as an LPR. The green card serves as evidence of that. The I-551 stamp in his foreign passport is also a green card that is valid for one year. He can use either the actual green card or the I-551 stamp in his foreign passport to prove he is a LPR.

I was told by USCIS that the child must have been an LPR at the time the father became a US citizen, in order for the child to become a US citizen also.

You were misinformed. The Child Citizenship Act does not require that the child be an LPR at the time the father become a US citizen. An unmarried child under age 18 who becomes an LPR after a parent naturalizes automatically gains US citizenship under the CCA.
