When you count in the 6 NVs on the Dem side, there was no Democratic majority for this bill. If the House doesn't pass it, the Senate doesn't get vote on it. If the GOP is the party that would oppose it, they could have stopped it. They didn't. Their counterparts in the House supported this ####### so overwhelmingly that they would have needed ZERO votes from the other side of the aisle to pass it.
