Help understanding Priority date and cut off date

Just wondering if somebody can help my wife and I to understand the "cut off date" chart. I'm sure it's something simple, but thought i'd ask anyway.

Our priority date is August 26, 2010... can anybody help us understand what our cut off date is and what it means?

Are you a greencard holder or US citizen?

If you are a US citizen, priority dates do not apply to you as a visa for your wife is available immediately (well, once the files are processed).

If you are a greencard holder, then you cannot file for a K3 (which is pretty much obsolete anyway, as the CR-1 is just as fast and better as she'd get a greencard upon entry). Because there are more greencard holders wanting spousal visas for their spouses than there are visas available, there is a waiting list.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

1. petitioner is usc or lpr?

2. have I-129F approval in hand, or no ?

OP posted in K3 forum which implies a USC because LPR's can't use the I129f ??

That's one implication but another is simply that the OP has no clue what has been filed or in which forum to post their question. In any event cutoff dates are not applicable to any K3 process, so we need clarification from the OP.

Facts are cheap...knowing how to use them is precious...
